When Promotions Aren’t Possible, How Do People Grow?

What happens when people are ready for their next chapter, but there’s no next position to offer?

This article builds on an edition of Grow & Lead – Grow beyond your current role, our LinkedIn newsletter by Passion Wheel Coaching Services, where we explore leadership, career growth, and professional development.

When the Next Step Isn’t Available

During a leadership programme I facilitated for a technology company, managers raised a familiar challenge: how do you keep people motivated and engaged when opportunities for promotion are limited?

Consider an employee who’s delivering consistently, eager to learn, and ready for more responsibility. Their ambition hasn’t changed, but the next role isn’t available.

What happens to their growth while they wait?

Traditionally, career progression has meant moving up: gaining experience, earning a promotion, and taking on a more senior role. But when that path isn’t available, leaders must rethink what progress looks like.

Perhaps the problem isn’t a lack of ambition, but how narrowly we define growth.

Why Growth Matters More Than Ever

The World Economic Forum’s Future of Jobs Report 2025 estimates that 39% of workers’ core skills will change by 2030. As work evolves, organisations need people who can continuously learn and adapt.

Yet when development depends on promotions, valuable opportunities can be overlooked. Employees could be building strategic thinking, leading cross-functional projects, or gaining exposure to senior stakeholders without changing their job titles.

Three Ways Leaders Can Rethink Career Progression

Career growth doesn’t have to depend on the next available promotion. Leaders can help people develop new capabilities, expand their contribution, and prepare for future opportunities in three ways.

Think Lattice, Not Ladder

Cross-functional projects, lateral moves, and stretch assignments help employees build new skills and explore different directions. Help them connect these experiences to their longer-term aspirations.

Focus on the experiences that prepare people for future opportunities, not just their next title.

Create Growth Within the Role

Employees can build confidence, visibility, and strategic capability by leading initiatives, influencing decisions, and taking greater ownership of challenges.

Create opportunities for greater autonomy and meaningful responsibility without simply adding more work.

Make Learning Part of Everyday Work

Real projects, constructive feedback, and regular reflection help employees practise new skills and learn from experience.

Connect development goals to everyday assignments and conversations about what people want to learn next.

Together, these approaches shift the focus from waiting for a promotion to creating meaningful opportunities for growth – while recognising that sometimes, the right next step is a different role

One Question That Can Change a Conversation

In your next one-to-one, ask:

“If a promotion weren’t possible for the next two years, what would make this role worth growing in?”

The answer might reveal a need for greater autonomy, new challenges, or even a different role.

Explore what growth means to them, identify the skills they want to build, and agree on one practical step they can take in the next 30 days.

The goal is to turn reflection into meaningful action.

Growth Is a Shared Responsibility

The Next Step Doesn’t Always Have to Be Up

When promotions are limited, growth doesn’t have to stop. It can come through new challenges, greater influence, lateral moves, or the opportunity to build skills that prepare people for what’s next.

For organisations, this means connecting individual aspirations with business priorities. For leaders, it means creating opportunities to learn and contribute. For individuals, it means taking ownership of their development.
